Open Question: Hanging Flower Basket care?

I got a hanging pot with 3 kinds of flowers in it from Home Depot, and the tag doesn't have much info on how to care for it. I have a black thumb but am trying to overcome that because I love the look of plants and want to enjoy them on my balcony this summer. It is the VIVA! brand Zest Petunia Mix. The petunias are the large red blooms but there are also small blue and white blooms. The tag says full to part sun... so I hung it from the overhang of my 2nd story balcony, south facing (I'm in So Cal). It says to fertilize every 2-4 weeks with water soluble plant food, so I got the all purpose miracle grow. But how often should I water? Should I just do the finger test and water just enough to keep it always a little moist at one inch below the surface? Is there a danger of this plant outgrowing the basket it came in and needing to be repotted? Since it is mixed varieties and ready to hang I assumed it was good to stay in this container; the plug-and-play of plants, if you will. It also doesn't say how long it should last. We have mild winters here, it never frosts. Is there a way to preserve the plant and have it bloom again next year? Or should I expect this plant to go kaput sometime in the fall and just buy a new one next spring/summer? Any insight on these topics would be appreciated. I intend to post more plant questions for some other plants later.

I have a hanging basket of flowers over my front porch. I noticed they have been dying pretty quickly. I pulled them down and noticed a lot of little green and little white bugs all over the underside of the leaves and the flowers. What are they? How do I get rid of them? Hi there any gardeners on Y!. I'm cultivating the little garden in my new house. I have no lawn but a few flower beds and plenty of space for pots, and a bit for hanging baskets. I'm focused on growing vegetables indoors and out, and in a mini greenhouse. However, I would really like some more colour in the garden, so I want to grow some flowers. Importantly, I would like them to be healthy friendly plants that encourage insects and wildlife. So basically, my question is, what are some good flowers to grow in May that will support the health and wellbeing of my garden, and where is best to eventually put them - hanging baskets/soil/pots etc...?
